Saving of rights of Yang di-Pertuan Agong and Government

No written law shall in any manner whatsoever affect the rights of the Yang di-Pertuan Agong or the Government unless it is expressly provided or it appears by necessary implication that the

Yang di-Pertuan Agong or the Government, as the case may be, is to be bound thereby.
