Section 4

In the absence of the President from any meeting, the members present shall elect one of their number to be Chairman.

The Chairman at any meeting shall have an original vote and also, if upon any question the votes are equally divided, a casting vote.

The Board shall meet at such places and times as the President may appoint and at any meeting nine members shall form a quorum.
