Section 23

Films which have been lying in any warchouse apDround under section 6 (2) for two years and the owner whereof i unknown or has omitted for that period to obtain the authorization of the Board or having Obtained it has omitted to remove the film from the possession of the Board, and films or parts of films retaied by the Board under section 11

and not claimed by the owner for export within two years from the date upon which authorization was refused, or if
