Section 23

Any order, notice or other document to be served on any person for the purpose of this Act may be served either by being delivered personally to the person to whom it is addressed or by sending it by post to such person at his last known address or by affixing it or a copy thereof to some conspicuous part of the premises at his last known address:

Provided that where any document has been sent to any person by post, service on him shall not be deemed to have been duly effected unless it is proved either that he received such document or that it was sent by registered post addressed to him at his last known address.
