Section 13

The Drainage and Irrigation Engineer or other officer in charge of an irrigation area may refuse to allow water to be supplied or taken for the irrigation of lands in respect of which the water rate is in arrears, or for the irrigation of lands which are not properly provided with banks or batas for the retention of water, or for the irrigation of lands the owners or occupiers of which have been convicted of an offence under this Act; and the water rate payable upon such lands shall be payable notwithstanding such refusal.
