Section 25

Any penghulu or penggawa, any police officer, or any officer of the Drainage and Irrigation Department not below the rank of

Inspector may arrest without warrant any person found committing an offence under section 15, 16, 19, 20, 21, 22, 23 or 24, and shall forthwith bring such person before the Drainage and Irrigation

Engineer or other officer in charge of the irrigation area who may compound the offence under section 26 or may order the person arrested to be produced at once before a Magistrate.
