Section 20

Every document purporting to be a warrant, order, direction or other instrument made or issued by the Minister or any other person in pursuance of any provision contained in or having effect under this Act and to be signed by him or on his behalf shall be received in evidence and shall, until the contrary is proved, be deemed to be an instrument made or issued by him.
