(2)
Any dispute between a landlord and a tenant arising out of a tenancy agreement between such landlord and tenant may be referred to the Committee by either the landlord or the tenant or by both and shall be in writing and addressed to the Chairman.
(3)
Every application or reference under subsection (2) shall be accompanied by a copy of the tenancy agreement in respect of which the application or reference arises, and shall contain a brief summary of the grounds of application or reference of the matter in dispute.
