(2)

If the respondent fails to appear at the time and place specified in the notice issued by the Chairman, the Committee may, if it is satisfied that the notice was delivered or sent by registered post to his address, allow the application, or make such order as it thinks fit in the absence of the respondent.

If an applicant or respondent is, from any cause which the

Committee considers sufficient, unable to attend at the time and place specified in the notice and so informs the Committee in writing or by a representative, the Committee may either—

(a)

adjourn the hearing to another date; or

(b)

permit either party to be represented by another person authorized by the absent party in that behalf.
