Section 23
General penalty
Any person guilty of an offence under this Act or any regulation made thereunder for which no specific penalty is provided shall be liable on conviction—
(a)
in respect of a first offence to a fine not exceeding *ten thousand ringgit or to imprisonment for a term not exceeding two years or to both;
(b)
in respect of a second or subsequent offence to a fine not exceeding **fifty thousand ringgit or to imprisonment for a term not exceeding five years or to both;
(c)
in respect of a continuing offence to a further fine not exceeding ***five hundred ringgit for every day that the offence is continued.
Magistrate of the First Class shall have jurisdiction
