Subject to such limitations or conditions as the committee or the Council may think fit, a committee appointed under section 19 may delegate any of its functions or powers, including any function or power delegated under subsection (1), to-
a sub-committee appointed by itself

a sub-committee appointed by itself from-among-its own-members; or

any of its members.

Where a committee, sub-committee, or person purports to act pursuant to a delegation under subsection (1) or (3), the committee, sub-committee, or person shall be presumed to be acting in accordance with the terms of the delegation in the absence of proof to the contrary.
