Whenever the post of the Registrar is vacant due to the vacancy of the post of the Director General of Chemistry, the

Minister shall appoint any person to perform the duties of the

Registrar until the new Director General of Chemistry is appointed.

The Council shall appoint a Secretary of the Council from among the members of the Council.

The Registrar may delegate any of his functions under this

Act or the rules or by-laws to the Secretary.

In exercising his functions, the Secretary shall be subject to the control, supervision and direction of the Council.
