Quorum

The quorum necessary for the transaction of business at an ordinary meeting of the local authority shall be one-third of the full number of its Councillors excluding any vacant seat and where the number of Councillors shall not be divisible by three then one-third of the next lower number divisible by three.

If at any special or ordinary meeting of the local authority a quorum is not present, the meeting shall stand adjourned to such other day as the Mayor or President fixes, and the business which would have been brought before the original meeting, if there had been a quorum present, shall be brought before and transacted at the adjourned meeting whether there is a quorum thereat or not.
