Section 15

The Board may, subject to such conditions, limitations or restrictions as it thinks fit, delegate to any member or any committee of its members the power and authority to carry out on its behalf such powers, duties or functions by this Act vested in the Board as the Board may determine; and any power, duty or function so delegated may be exercised, discharged or performed by such member or by such committee, as the case may be, in the name and on behalf of the Board, but subject to the direction and control of the Board.
