Section 4

On the Minister so declaring the area to be a federal port under section 3, the responsibility for the development, control and administration of that area shall be transferred to and vest in the Federal Government.

Federal Government to take all steps and measures and do all matters and things necessary for, incidental to or connected with discharge of its responsibility
