Section 27

Where it appears to the Commissioner that any development or use of land or building has been undertaken or carried out or being carried out and has not been completed in contravention of section 26 the Commissioner may at any time serve on the owner of the land and the occupier connected therewith an enforcement notice requiring any or both of them within such period as may be specified therein to comply with the requirements of the enforcement notice:

Provided that nothing in this section shall be construed to preclude the prosecution of any person for an offence under this Act.
