Section 3

The Minister shall be responsible for general policy with respect to the planning of the development of all lands within the Federal

Territory and (subject to Clauses (5) and (6) of Article 91 of the

Constitution) of the use of such lands and buildings and for such purposes the Minister may give directions of a general character or specific in nature not inconsistent with the provisions of this Act and the Commissioner shall give effect to such directions.
