The State Authority may, by notification in the Gazette, delegate to the Director the exercise or performance (subject to such conditions and restrictions as may be prescribed in the notification) of any power or duty conferred or imposed on the State Authority under this Act:

National Forestry
Provided that—
(a)
this section shall not apply to any power of the State
Authority under this Act to make rules; and
(b)
the giving of a notification under this section with respect to any power or duty shall not prevent the State Authority from itself exercising that power or performing that duty in any case where it appears to the State Authority expedient to do so.
