Where he is satisfied that it is necessary or expedient for the proper management of fisheries so to do, the Director General may from time to time vary the conditions of a permit issued under this Part but due notice of such intended variation shall be given to the permit holder who shall, if he so desires, have the right to be heard within such period as the Director General may allow.
