Section 12

For so long as the proceedings under this Part in respect of the notice under section 9 have not been finally concluded in the High Court or in *the Federal Court no action, suit or other proceeding of a civil nature shall be instituted or if they are already pending, be maintained or continued in any court or before any other authority against the person named in the notice, or in respect of whose estate or property the notice is issued, or in respect of any property referred to in, or affected by, the notice, and no attachment, execution or other similar process shall be commenced or if it is already pending, be continued with against any such person or in respect of any property on account of any claim, judgment or decree, regardless whether such claim was made, or such judgment or decree was given, before or after the notice was issued, except at the instance of the Government of Malaysia, or of any State, or at the instance of a local authority or other statutory body, or except with the prior consent in writing of the Public Prosecutor.

Nothing contained in this section shall derogate from the provisions of subsection 24(8), 24(9) or section 29.
