Upon receipt of the payment under subsection (1), no further proceedings shall be taken against such person in respect of such offence and where possession has been taken of any goods, such goods may be released, subject to such conditions as may be imposed.

The power to compound offences under subsection (1)

shall be exercised by the Controller or the Deputy Controllers personally.
