(2)
Without prejudice to the generality of subsection (1), rules may be made—
(a)
to provide for the control by the Director General of any project carried out by a licensed operator for the improvement and development of facilities and services at any abattoir;
(b)
to provide for the design and specifications of new abattoirs;
(c)
to regulate the safe use of abattoirs and premises under the control of a licensed operator;

(d)
to provide for the cleanliness of abattoirs and premises within the limits of abattoirs, and to prevent pollution of the surroundings;
(e)
to provide for the safety of persons employed in an abattoir;
(f)
to prescribe such fees or charges as may be necessary for the purposes of this Act;
(g)
to ensure proper control over the slaughter of animals; and
(h)
generally to give effect to the provisions of this Act. General penalty
