Section 3

Paragraphs 4(a) and 19(b) and sections 16, 17 and 18 shall be deemed to have come into force on 25 October 1996.

Paragraphs 4(b) and 19(a) and sections 5, 7, 15 and 21 shall come into force on 1 January 1997.

Section 20 shall be deemed to have come into force on 2

August 1996.
