Power of the Minister to determine persons or areas for special rates
In the following cases, the Minister may, on the recommendation of the Commission, determine special rate regulation regimes, which may include setting, reviewing and approving rates, or forbearing from the regulation of rates—
(a)
where the rates are not set in accordance with the principles in section 198; or
(b)
in respect of the facilities or services provided by a provider mentioned in subsection 197(1), for a particular group of persons or in a particular area.
