(2)

Except with the prior consent of the Commissioner, the holder of a licence shall not appoint an agent or attorney for the purpose of exercising any of the rights conferred on him and shall not cause or permit any such agent or attorney to exercise any such right.

(3)

The holder of a licence who purports to transfer or assign the licence or causes or permits any other person to use an authorized vehicle or to provide the service authorized in the licence commits an offence and shall on conviction be liable to a fine not exceeding five thousand ringgit or to imprisonment for a term not exceeding one year or to both.

(4)

The Commissioner may authorize the transfer of a licence if a company which is the holder of a licence is liquidated or a receiver or manager is appointed in relation to the business of the holder of a licence or if for any reason the Commissioner is satisfied that it would be unjust not to do so.
