for the defence or internal security of Malaysia; or
(b)
in the public interest.
(2)
If an exclusive licence is in operation in relation to any rights in a protected layout-design, the provisions of this Part shall apply as if references to the right holder of the rights in the protected layout-design were references to the exclusive licensee.
