Section 23

No action or prosecution shall be brought, instituted or maintained in any court against any officer or any person designated, directed or delegated by the Minister to carry out any of the purposes of the Act in respect of any action which was done by him in good faith and in a reasonable belief that it was necessary for the purpose intended to be served by it.
