(2)
Every meeting of the Council shall be presided over—
(a)
by the Chairman;
(b)
in the absence of the Chairman, by the Deputy Chairman;
or

(c)
in the absence of the Chairman and Deputy Chairman, by a member elected by the members present from amongst themselves.
(3)
Seven members of the Council including at least one member of the Council appointed under paragraph 4(1)(r) shall form a quorum at any meeting of the Council.
(4)
If on any question to be determined there is an equality of votes, the Chairman, or the Deputy Chairman or the member referred to in paragraph (2)(c) if he is presiding over the meeting, shall have a casting vote in addition to his deliberative vote.
(4a)
The Council may invite any person to attend any of the meetings of the Council for the purpose of advising the Council on any matter under discussion but such person shall not be entitled to vote at the meeting.
(4b)
The members of the Council and any person invited to attend a meeting of the Council under subsection (4a) may be paid such allowances as the Minister may determine.
(5)
Subject to this Act, the Council may determine its own procedure.
