Section 13

Authority to act as temporary Chairman during any period when—

Seven members including the Chairman shall form the quorum of a meeting of the National Authority

(3)

The Chairman shall preside over all its meetings.

(4)

At any meeting of the National Authority, the Chairman shall have a deliberative vote and shall, in the event of an equality of votes, have a casting vote.

The National Authority may invite others to meetings
