Section 4

In the event of any conflict or inconsistency between the provisions of this Act and those of any other written law pertaining to chemical weapons, riot control agents, toxic chemicals intended for purposes which are not prohibited and discrete organic chemicals, the provisions of this Act shall prevail and the conflicting or inconsistent provisions of such other written law shall, to the extent of the conflict or inconsistency, be deemed to be superseded.
