(a)
ensuring the effective implementation of this Act;
(b)
facilitating inspections under the Convention, including co-operating with
International
Inspectors in challenge inspections;
(c)
gathering the data to be reported in the annual declarations to the Organization;
(d)
providing the Organization and other State
Parties with relevant information in fulfillment of
Malaysia’s obligations under the Convention;

(e)
regulating and supervising issues or matters relating to the
Convention, including the domestic implementation of the Convention;
(f)
issuing authorization in respect of activities relating to toxic chemicals listed in Schedule 1;
(g)
issuing directions to any National Inspector for purposes of enforcement and effective implementation of this Act;
(h)
advising the Minister generally on issues or matters relating to the Convention;
(i)
levying any fees, as may be prescribed by the
Minister, in respect of services rendered by the
National Authority;
(j)
doing anything incidental or conducive to the performance of any of the functions referred to in paragraphs (a) to (i).
(2)
The National Authority shall have all such powers as may be necessary for, or in connection with, or reasonably incidental to, the performance of its functions under this Act.
