(2)
The Water Industry Fund shall consist of any sums contributed by any licensee or person authorized under Chapter 2 of Part XIII in accordance with the rates as may be prescribed.
(3)
The Water Industry Fund shall be expended for the following purposes:
(a)
the protection and preservation of the watercourses and water catchment areas;
(b)
to ensure sustainability of water supply from the watercourses;
(c)
the improvement of water quality at the watercourses;
(d)
the provision of water and sewerage services in rural developments; or
(e)
such other purposes as may be determined by the Minister.
(4)
The Commission shall cause proper accounts of the Water
Industry Fund and proper reports of its activities in respect of the
Fund to be kept and shall, as soon as practicable after the end of the financial year, cause to be prepared for that financial year—
(a)
a statement of accounts which shall include a balance sheet and an account of the contributions and expenditure;
and
(b)
a statement of its activities.
(5)
The Commission shall as soon as possible send a copy of the statement of accounts certified by the auditors and a copy of the auditors’ report to the Minister who shall cause them to be laid before both Houses of Parliament.
