(a)
a new public water supply system or public sewerage system to be constructed and installed in a particular location which does not have such systems in place; or
(b)
to extend the existing public water supply system or public sewerage system to a particular location which does not have such systems in place, to supply water or provide sewerage services to consumers at that location, the Commission may direct a facilities licensee to construct or install or to cause the construction or installation of such systems.
(2)
Notwithstanding subsection (1), the Commission shall obtain the prior approval of the Federal Government before it directs a facilities licensee that needs funding from the Federal Government to carry out a direction of the Commission under this section.
(3)
On the completion of the construction or installation of the water supply system or sewerage system referred to in subsection
(1)
, the Commission may direct a service licensee to operate and maintain the systems.
