Section 43
It shall be the duty of every service licensee operating and maintaining a public sewerage system—
(a)
to manage, operate, maintain, inspect, repair, alter, arch over or otherwise improve the public sewerage system and to treat and dispose of the contents thereof; and
(b)
to properly desludge the public sewerage system and for such purposes the service licensee may cause the construction or placing, either above or under ground, such sewers, pumps and other works as are necessary.
