(a)
two or more licensees or permit holders; or
(b)
a licensee and a permit holder, regarding any matter under this Act or its subsidiary legislation shall first be attempted to be resolved by negotiation between the parties to the dispute.
(2)
If the parties to a dispute fail to reach an agreement, the parties may seek resolution of the dispute by referring the dispute to a committee established by the Commission to hear and resolve disputes.
(3)
The referral under subsection (2) shall be in writing.
