No person shall carry on or transact or hold himself out as carrying on or transacting any trust company business unless—
(a)
the person is incorporated or registered under the Labuan
Companies Act 1990 and such person is licensed to do so under this Act; or
(b)
the person is licensed as a Labuan managed trust company.
