(2)
The Authority shall, after considering the appeal under subsection (1), make a final decision and shall notify the applicant in writing of its decision.
(3)
An applicant who is aggrieved by the decision of the
Authority under subsection (2), may within thirty days of the decision being notified to him, appeal to the Minister in writing who may confirm, vary or reverse the decision, and whose decision shall be final.
(4)
For the avoidance of doubt, an appeal made under subsections (1) and (3), does not suspend the decision being appealed against.
