Where the Registrar—
(a)
refuses an application for registration under section 14
or an application for the renewal of registration under section 15; or
(b)
revokes the certificate of registration under section 16, the person so aggrieved by the decision of the Registrar may appeal to the Minister against such decision in accordance with section 59.
