(a)
to retain possession of the books, records, accounts or other documents of the affected person; or
(b)
to claim or enforce a lien on the books, records, accounts or other documents of the affected person.
(2)
The conservator may give notice to a person in relation to the books, records, accounts or other documents of the affected person and such person shall deliver to the conservator the books, records, accounts or other documents so mentioned in the notice that are in his possession.
(3)
Subsections (1) and (2) shall not apply in relation to any book, record, account or other document—

(a)
to which a secured creditor of the affected person is entitled to possession otherwise than because of a lien; or
(b)
of the affected person impounded by any regulatory body, but the conservator shall be entitled to inspect and make copies of such books, records, accounts or other documents.
