(2)
The guidelines may include reference to—

(a)
the need to balance between the promotion of competition and the provision of quality services throughout Malaysia;
(b)
the postal market;
(c)
global trends in the postal market;
(d)
the impact of the conduct of the licensee on the number of competitors in the postal market and their market shares;
(e)
the impact of the conduct of the licensee on barriers to entry into the postal market;
(f)
the impact of the conduct of the licensee on the range of services in the postal market;
(g)
the impact of the conduct of the licensee on the costs and profit structures in the postal market; and
(h)
any other matters which the Commission is satisfied are relevant.
