(2)

All licensees shall contribute to the PS Fund in the manner as prescribed by the Minister.

(3)

The PS Fund shall consist of—

(a)

such sum of money as may be provided by the Parliament;

and

(b)

all monies contributed by licensees or by any other person.

(4)

The PS Fund shall be expended for the following purposes:

(a)

to facilitate universal service throughout Malaysia in accordance with this Act;

(b)

to facilitate the expansion and improvement of the postal network;

(c)

to improve and respond to the need of consumers through the use of technology; and

(d)

such other purpose related to postal services as may be determined by the Minister.

(5)

It shall be the duty of the Commission to conserve the PS Fund by so performing its functions and exercising its powers under this Act as to secure that the total Ps Fund is sufficient to meet all expenditures under subsection (4).

(6)

The Minister, on the recommendation of the Commission, shall make regulations regarding contributions to the PS Fund and any other matters related to or incidental to the establishment and operation of the PS Fund.
