(2)
No party shall be represented by an advocate and solicitor at a hearing unless, in the opinion of the Tribunal, the matter in question involves complex issues of law and one party will suffer severe financial hardship if he is not represented by an advocate and solicitor.
(3)
If one party is allowed to be represented by an advocate and solicitor under subsection (2), the other party shall also be so entitled.
(4)
Subject to subsections (2) and (3)—
(a)
a corporation or unincorporated body of persons may be represented by a full-time paid employee of the corporation or body; and
(b)
a minor or any other person under a disability may be represented by his next friend or guardian ad litem.
(5)
Where a party is represented as permitted under subsection (4), the Tribunal may impose such conditions as it considers necessary to ensure that the other party to the proceedings is not substantially disadvantaged.
