the description of the energy management system implemented by the energy consumer;

the details on the total amount and purpose of consumption of energy and energy resources by the energy consumer;

the proposed measures for improving the energy efficiency and conservation by the energy consumer;

the details of any other energy efficiency and conservation measures which have already been implemented and measures that are yet to be implemented on the date of the energy efficiency and conservation report; and

any other information required by the Commission as may be specified in the guidelines.

The energy consumer in respect of whom the energy efficiency and conservation report has been prepared under subsection (1)

shall submit such energy efficiency and conservation report to the Commission within the period and in such manner as may be prescribed.

Any registered energy manager who contravenes subsection (1)

commits an offence and shall, on conviction, be liable to a fine not exceeding twenty thousand ringgit.

Any energy consumer who contravenes subsection (2)

commits an offence and shall, on conviction, be liable to a fine not exceeding fifty thousand ringgit.
