(a)
the applicant has reasonable grounds for bringing, defending, continuing or becoming a party to the proceedings; and
(b)
the applicant meets the criteria and the means test as prescribed by the Minister.
(2)
The Director General may, before issuing the legal aid certificate to the applicant referred to in subsection (1), require the applicant to pay to the Director General a contribution towards the amount payable on the applicant’s account for the purpose of filing in court and the contribution shall be deposited into the trust account.
(3)
Notwithstanding subsection (2) and section 24, the Director
General may—
(a)
issue a separate legal aid certificate to the applicant for each different cause of action even though the dispute involves the same parties; and
(b)
require the applicant to pay a contribution to the Director
General, for any amount as prescribed by the Minister, for each certificate referred to in paragraph (a), and the contribution shall be deposited into the trust account.
