Notwithstanding subsection (1), the Minister may prescribe methods other than the open and competitive procurement method taking into consideration the objectives of this Act.

For the purposes of this section, “open and competitive procurement method” means a procurement method where all registered persons may participate.

Specific policy and measures in Government procurement
