a veterinary authority not below the rank of Assistant

Veterinary Officer;

a Police Officer not below the rank of Inspector;

the person in charge of a cow about to be served by such bull.

Any person who contravenes subsection (1) commits an offence and shall, on conviction, be liable to a fine not exceeding five thousand ringgit.
