Akta ibu dipinda dengan memasukkan sebelum seksyen 31aa sebagaimana yang dinomborkan semula seksyen yang berikut:

“ Appointment of authorized officer 31a.  The Minister may appoint in writing any person to be an authorized officer subject to such terms and conditions as the Minister may impose.”.
