Kaedah-Kaedah Kenderaan Motor (Larangan Mengenai Jenis-Jenis Kaca
Tertentu) 1991 [P.U. (A) 39/1991], yang disebut “Kaedah-Kaedah ibu” dalam
Kaedah-Kaedah ini dipinda, dalam teks bahasa kebangsaan, dengan menggantikan perkataan “benda” di mana-mana jua terdapat dengan perkataan “bahan”.
Pindaan kaedah 2
“alatan ditetapkan” takrif yang berikut:
“ “bas” ertinya suatu kenderaan motor yang muatan duduknya tidak kurang daripada lapan orang termasuk pemandu;”.

Pindaan kaedah 5
dengan menggantikan subkaedah (1) dengan subkaedah yang berikut:
“(1)
Pemunya berdaftar atau pemandu kenderaan motor yang cermin depan kenderaan itu diwarnakan, dilekapkan, disalut, disembur, ditampal, dipasang atau selainnya diproses atau dicampurkan dengan apa-apa bahan atau kimia hendaklah memastikan pemancaran menerusi cermin depan kenderaan itu sekurang-kurangnya tujuh puluh peratus cahaya tampak.”;
dengan menggantikan subkaedah (3) dengan subkaedah yang berikut:
“(3)
Pemunya berdaftar atau pemandu kenderaan motor yang kaca atau bahan lutsinar lain dipasang pada sisi depan, sisi belakang atau belakang kenderaan itu diwarnakan, dilekapkan, disalut, disembur, ditampal, dipasang atau selainnya diproses atau dicampurkan dengan apa-apa bahan atau kimia hendaklah memastikan─
pemancaran menerusi kaca atau bahan lutsinar lain yang dipasang pada sisi depan kenderaan itu sekurang-kurangnya lima puluh peratus cahaya tampak; dan
pemancaran menerusi kaca atau bahan lutsinar lain yang dipasang pada sisi belakang dan belakang kenderaan itu sekurang-kurangnya tiga puluh peratus cahaya tampak.”; dan

dengan menggantikan subkaedah (4) dengan subkaedah yang berikut:
“(4)
Walau apa pun subkaedah (3), pemunya berdaftar atau pemandu bas atau karavan yang kaca atau bahan lutsinar lain yang dipasang pada sisi depan, sisi belakang dan belakang bas atau karavan itu diwarnakan, dilekapkan, disalut, disembur, ditampal, dipasang atau selainnya diproses atau dicampurkan dengan apa-apa bahan atau kimia hendaklah memastikan pemancaran menerusi yang kaca atau bahan lutsinar lain itu sekurang-kurangnya tujuh puluh peratus cahaya tampak.”.
Pindaan kaedah 9
Kaedah 9 Kaedah-Kaedah ibu dipinda dengan menggantikan subkaedah (1)
dengan subkaedah yang berikut:
“(1)
Jika pemeriksaan yang dijalankan oleh seorang pegawai diberi kuasa mendapati bahawa kehendak subkaedah 5(1), 5(3) atau 5(4) tidak dipatuhi, pegawai diberi kuasa itu hendaklah mengeluarkan suatu perakuan ujian dalam borang yang ditentukan oleh Menteri.”.
Penggantian kaedah 10
Kaedah-Kaedah ibu dipinda dengan menggantikan kaedah 10 dengan kaedah yang berikut:
“Penalti 10. Mana-mana pemunya berdaftar atau pemandu kenderaan motor yang tidak mematuhi Kaedah-Kaedah ini melakukan suatu kesalahan dan boleh, dalam hal sabitan pertama, didenda tidak melebihi dua ribu ringgit atau dipenjarakan selama tempoh tidak melebihi enam bulan dan dalam hal sabitan kali kedua atau kali kemudian, didenda tidak melebihi empat ribu ringgit atau dipenjarakan selama tempoh tidak melebihi dua belas bulan atau kedua-duanya.”.

Pindaan Jadual Ketiga
Jadual Ketiga kepada Kaedah-Kaedah ibu dipinda dengan menggantikan perenggan 13 dengan perenggan yang berikut:
“13.
Maklumat di dalam Poket PC hendaklah dimasukkan dalam perakuan ujian dalam borang yang ditentukan oleh Menteri.”.

ROAD TRANSPORT ACT 1987
MOTOR VEHICLES (PROHIBITION OF CERTAIN TYPES OF GLASS)
(AMENDMENT) RULES 2016
IN exercise of the powers conferred by section 66 of the Road Transport Act 1987
[Act 333], the Minister makes the following rules:
Citation and commencement 1.
(1)
These rules may be cited as the Motor Vehicles (Prohibition of Certain
Types of Glass) (Amendment) Rules 2016.
(2)
These Rules come into operation on 6 February 2016.
General amendment 2.
The Motor Vehicles (Prohibition of Certain Types of Glass) Rules 1991
[P.U. (A) 39/1991], which are referred to as the “principal Rules” in these Rules, are amended in the national language text, by substituting for the word “benda” wherever appearing the word “bahan”.
Amendment of rule 2 3.
Rule 2 of the principal Rules is amended by inserting after the definition of
“authorised officer” the following definiton:
“ “ bus” means a motor vehicle having a seating capacity of not less than eight persons including the driver;”.

Amendment of rule 5 4.
Rule 5 of the principal Rules is amended
(a)
by substituting for subrule (1) the following subrule:
“(1)
A registered owner or driver of a motor vehicle of which the windscreen of the motor vehicle is tinted, smeared, filmed over, sprayed, pasted, fitted or otherwise treated or combined with any material or chemical shall ensure that the transmission through the windscreen of the motor vehicle is at least seventy percent visible light.”;
(b)
by substituting for subrule (3) the following subrule:
“(3)
A registered owner or driver of a motor vehicle of which the glass or other transparent material fitted to the front side, back side or rear of the motor vehicle is tinted, smeared, filmed over, sprayed, pasted, fitted or otherwise treated or combined with any material or chemical shall ensure that—
(a)
the transmission through the glass or other transparent material fitted to the front side of the motor vehicle is at least fifty percent visible light;
and
(b)
the transmission through the glass or other transparent material fitted to the back side and rear of the motor vehicle is at least thirty percent visible light.”; and

(c)
by substituting for subrule (4) the following subrule:
“(4)
Notwithstanding subrule (3), a registered owner or driver of a bus or caravan of which the glass or other transparent material fitted to the front side, back side and rear of the bus or caravan is tinted, smeared, filmed over, sprayed, pasted, fitted or otherwise treated or combined with any material or chemical shall ensure that the transmission through the glass or other transparent material is at least seventy percent visible light.”.
Amendment of rule 9 5.
Rule 9 of the principal Rules is amended by substituting for subrule (1) the following subrule:
“(1) If an inspection carried out by an authorised officer reveals that the requirements of subrule 5(1), 5(3) or 5(4) are not complied with, the authorised officer shall issue a test certificate in the form as may be determined by the
Minister.”.
Substitution of rule 10 6.
The principal Rules are amended by substituting for rule 10 the following rule:
“Penalty
10. A registered owner or driver of a motor vehicle who fails to comply with these Rules commits an offence and shall, in the case of a first conviction, be liable to a fine not exceeding two thousand ringgit or to imprisonment for a term not exceeding six months and in the case of a second or subsequent conviction, to a fine not exceeding four thousand ringgit or to imprisonment for a term not exceeding twelve months or to both.”.

Amendment of Third Schedule 7.
The Third Schedule to the principal Rules is amended by substituting for paragraph 13 the following paragraph:
“13.
The data in the Pocket PC shall be inserted in the test certificate in the form as may be determined by the Minister.”.
Deletion of Fourth Schedule 8.
The principal Rules are amended by deleting the Fourth Schedule.
