Pada menjalankan kuasa yang diberikan oleh subseksyen 3(i) Enakmen Rizab Melayu, Menteri Besar Pahang mengisytiharkan tanah seluas 6.862 ekar dan 6.375 ekar, masing-masing dikenali sebagai Lot 784 dan Lot 795, Mukim Hulu Lepar, Daerah Kuantan yang ditandakan di atas Pelan Ukur No. C.P. 24142 yang disimpan di Pejabat Pengarah Ukur dan Pemetaan Pahang menjadi Kawasan Simpanan Melayu yang dikenali sebagai Kawasan Simpanan Melayu Hulu Lepar.

In exercise of the powers conferred by subsection 3(i) of the Malay Reservations Enactment, the Menteri Besar of Pahang declares the land measuring an area of 6.862 acres and 6.375 acres, respectively known as Lot 784 and Lot 795, Mukim of Hulu Lepar, District of Kuantan as delineated upon Survey Plan No. C.P. 24142 deposited in the office of the Director of Survey and Mapping of Pahang to be a Malay Reservation and to be known as Hulu Lepar Malay Reservation.
