A regional value content of not less than 40

percent; or A change to subheadings 8523.21– 8523.80 from any other heading; or

Recording sound or other similarly recorded phenomena onto blank or unrecorded media of subheadings 8523.21– 8523.80 shall confer origin whether or not there has been a change in tariff classification.
